Dear Mr. Shrake: This is in response to your letter of July 23, 1970, in which you aske for the Bureau's interpretation of the phrase, 'designated seating position that includes the windshield header within the head impact area.'; The phrases 'designated seating position' and 'head impact area' ar both defined in the general Definitions section of the standards, 49 CFR 571.3. The remaining substantive phrase, 'windshield header,' is not defined in the standards. It is intended to refer to the portion of the interior of the vehicle immediately above the top of the windshield, usually but not necessarily a strip a molding separating the glass from the interior roof.; Sincerely, Rodolfo A.
